In Belarus Internet cards are isuued by Internet Service Providers (ISPs). They are some form of payment for dial-up Internet access. Now there are up to 20 ISPs in Belarus and as minimum as 6 of them issue Internet cards.
All cards are paper scratch cards. Usually login, card ID and/or passwor are printed under protective stripe. After card initialisation, customer adds some amount of units to its virtual account according to cost of particular card. So, Internet cards are some kind of remote memory card.
